You have hit the nail on the head
Every single time the latest Windows exploit is reported on ZDnet (and they just never stop coming), these boards creak under the weight of MS apologists claiming that it is "stupid users" who are to blame "They should know not to open attachments", "they should know to deregister the affected dll and apply the security patch", in short these apologists try to mask Window's inherent design problems as the user's responsibility. The average user is NOT a tech expert or an MCSE and neither should they have to be to use a PC. They have paid for email, why do the MS apologists tell them they are stupid for not dumping an email unopened? And why is it that users of other Operating Systems can open email attachments without anything happening? Microsoft are an aggressive monopoly and their product is barely fit for purpose. The average user, be they teachers, mechanics, doctors, students, plumbers, bricklayers - have a right to be able to use the systems they have paid for fully, not be told "you are stupid, we sold you email and you tried to use it, everybody knows Windows email cannot be used for delivering attachments".

To the average user I would say, get a 2nd hand PC, wipe the WIndows crud off it, get a copy of one of the many magazines giving away free Linux DVDs on the front cover, and install Linux. You will have browsing, email and office utilities provided, and, unlike Windows, you CAN use email to open attachments, without your PC getting trashed.

Microsoft are in the game to make money, the user is a revenue stream and it is sad that they are also a (convicted) monopolists, because it is the average user who suffers. The tech-savvy who whine and plead and excuse MS on these boards are a teeny, tiny minority who somehow think they see the big picture.
