The need to upgrade may not be there...
I've read people are keeping cars longer because they last
longer, serve the purpose and newer cars cost so much more
than they're willing to pay for a upgrade. Same with software,
with many programs there isn't any compelling reason for
upgrading and big downsides with training, migration and
compatibilities with older programs and in house apps.

With the new version of a software is there a reason to upgrade?
For many there isn't one. Desktop applications have matured to
the point of not needing to upgrade every year of more. As all
software matures it becomes ever so much more difficult for
software houses to move people along to a newer versions. For
what, more bloat, whistles and bells? Some companies can well
afford to move up but cannot find a compelling reason to do
that.

Perhaps a reason to upgrade is the older version doesn't read
the newer version or the newer version does read the older
version but not correctly render the older version. If you have
need to stay compatible with your customers and venders the
decision then is a bit difficult.

As an example for most folks Office 2000 is way more than is
needed so they'll stick with that version. Truly for them what's
the need for Office upgrade? To some much to other none. A
whistle or bell doesn't a upgrade make especially at the cost of
the upgrade.
