What's you point, it's the same with MS
I've seen the Migrations from Novel to MS happen enough times to see exactly the same thing that is happening to Munich. Still I wouldn't call it a failure. In the case I've seen, like Novel/NT to AD/W2K took 18 months more time to migrate than expected and budget problems occured. I saw Novel/DOS go to NT/Win98 with massive problems. I saw Novel/Win98 to NT/NT also massive headaches. In all these cases the commited companies wished they had stuck with Novel.
