But Microsoft has never claimed that its software is "free" or "open". GPL proponents, on the other hand, have claimed such for GPL-covered software. As I understand it, No_Ax's use of "encumbered" is an attempt to point out that software covered by the GPL isn't "free" to developers; it's encumbered, just to a lesser extent than Microsoft software.

Anything covered by a license that restricts whan you can do with it is encumbered.
