if they made a % license, then they would probably be in court again to prove that IE was nto free. It would be better to charge a couple $ for each copy of the browser, but allow educational use and non-commercial distribution to be free.
For Opera, this would mean their free version coudl still be distributed for free, but they migh pay $3 for each copy they sold.
For IE, they'd get charged for each copy of Windows, but peopel who DL from their website would still be free.
That sounds fair to me...
