New Hampshire, and Iowa not fair tests
New Hampshire and Iowa, by virute of their dates and "importance" are not a fair test of a web site. People in Iowa and New Hampshire get - and expect- unmatched personal attention from candidates. Dean's "fall" is 90+% about his personality while talking to voters.

You want a test of the effectiveness of a website? Have all candidates debut one on the same day, and set goals-for example: people visted, time spent on the site, money donated through the site- and see who reaches them first. Personally, I'd weigh time spent on the site most heavily for this test. Checking the front page is one thing; sticking around to read position papers or speeches is another.
