- The dinosaurs in the court system and in Congress are hard to teach the nature of the tech world, and that they can't blanket apply the old physical world rules to the cyberworld. It takes much forethought and weighing of consequences before drafting legislation that can impact not only the direct targets of said law, but those laterally/indirectly connected (like researchers and developers suppressed by corporations usurping a law for purposes of eliminating competition and knowledge).
