I'm sorry, I know that this is an old thread and that what I'm going to say may offend some of you, but I can't just let this nonsense go.
First, stored procedures should not be shared outside of a project group. That they sometimes are is a problem not related to the use of stored procedures and does not impeach the use of stored procedures.
Second, for you to claim that you've "... never seen it substantiated" indicates that you are being either disingenuous (which I don't believe you are) or that you have either never worked on an application of any substance or have never bothered to take performance metrics, probably both. To question the performace improvement potential inherent in stored procedures is sophmoric and must be taken with a grain of salt by any database developer of any experience.
Third, yes developers can and often do send hundreds of lines of SQL code over the network. Yes, they are implementing business logic in the application layer which is the only place to put most of it if you disallow the use of the middle layer of stored procedures. Yes, yikes is right. That's the point. The fact that you act surprised by this concept simply reinforces my idea of your level of experience in this field.
Last, I can scarecy think of an example of a properly developed application where you would NOT want to restrict all users from direct access to the tables of the database, requiring them to access through stored procedures only.
