Right on.
Yes. This is exactly the line of thinking that has prevailed at most shops I've been at. Stored procedures reduce an application's portability. The database can still use standardized features, such as views, but stored procedures are a major complication when trying to migrate both large and small applications. A database is something that should be held at arm's length away from an application and accessed exclusively in a standardized way so that you can change database vendors.
