I think it means...
The crippled database app will only be able to address 1 Gb of physical ram with a single processor thread and you can only create databases up to 4 GB in size no matter how large the partition or disk is. I suspect it will actually be around 3.5 GB in real-life.

And let's call this what it is...it's NOT low-end. It's not Oracle "lite". It's simply an Oracle database crippled to pretty much be unuable for any medium-large sized company. And no small company would be able to (or want to) pay an Oracle expert to configure this...especially with, say, SBS as an attractive, easy to manage option among others.
