Not entirely correct but close
Redistribution is when you pay if you sell the software that uses MySQL. If you distribute an application at no charge there is no charge for MySQL. MSDE has only 1 restriction and that is that you must be running Windows. Hardly a restriction unless you happen to not be using Windows.
