That's actually rather accurate..
The open source databases (I don't like to really paint them all with one brush, but..) generally are missing some of the high end features that are available on Oracle and DB2 in particular.

Not sure how up to date this is (just googled for something of little relation and came up with this page), but here's a comparison:
