At first, I think that Microsoft was contemplating encrypting their DVD's so that they would only play on the Media Center PC that recorded the show in the first place, which has nothing to do with content providers.
However, the security bits in question that prevent duplication of the content all together is managed by the content providers, and that has nothing to do with Microsoft.
The issue hear is simple. Microsoft and all other software companies know that if their software doesn't provide some type for security for the content providers, that content providers are not going to what to deal these technolgies.
People can cuss at encryption and DRM all day long, and Microsoft doesn't really care. If they aren't providing the content, they don't care what you do with it, as long as you buy their software.
