Not really a new OS
Media Center Edition of Windows XP is an extention to Windows XP that is only available by buying a new PC from the manufacturer of Media Center PCs. The reason it is only available in this format is to ensure compatibility with the hardware. Because many things that the OS is trying to do are very timing critical Microsoft made the decision to make this only available on select hardware.
