WHY are these computers still online?

It time for ISP's to start taking a proactive stance in protecting the Internet. All internet access from customers who's computers are infected with any type of worm like this shold be blocked.

Call the customer or send them a letter. Tell them they have been blocked fron the internet until they either fix their machine or get it fixed.

It is the computers owners who are responcible for their onw machines. But it is the ISP's that rea responcible for protecting the Internet from customers that are either too stupid or lazy to protect their own machines.
