Copyright Law puts restrictions in place, a license alows usage.
What the GPL (or any other related license) allows you to do is use the code,library or application. Both commercial closed source and Open Source softawre is covered by Copyright Law. The EULA is another license that allows you to use Copyrighted software. The restrictions exist because the laws exist. It has been this way for many decades now.
