Sound analysis...but there's more...
They are indeed dealing from a position of weakness. The move towards openness via the OpenDocument Format standard is also forcing their hand. They'll add some minimal PDF support to Office in reponse.

The real analysis is that, yes, their hand is being forced, to a degree. But M$ is changing as little as they think is possible and still keep their customer base. That is actually their greatest mistake. Such moves are not enough in the current climate, where momentum is in the other direction.

These licensing changes will not yield many new customers...people who didn't like their licensing will not come thronging to M$ in droves. It may stop the outflow a bit...for now. But if M$ doesn't make some more radical moves (i.e. move quickly to support ODF, move some patents into public patent commons, etc.) they will miss the train and the dam will break.
