MP3, APT both work in RedHat and Fedora
I've been using FC3 for a year and other RH versions for more than 4 years now... APT works perfectly, I don't know why you'd have a problem running APT in in any RH based distro.
-- apt.freshrpms dot net --
We even have Synaptic, which updates its repositories automatically and has enhanced version management.
-- first thing you do is apt-get install synaptic --
APT manages RPMs under RH and FC, so I haven't seen a dependency message for as long as I can remember.

As far as MP3 support out of the box... well, remember when Windows WMP ripped to MP3, then it didn't, then it did again? It used to be a pay-for option in WMP. Now it's included in XP's media player.

Well, for Linux users it's just a 177k download to play MP3s... and a 18k download to play AAC files (priceless if you ripped any CDs with iTunes before changing encoding options).

It's worth the effort to ctrl-F and look for that xmms-mp3 box when you run Synaptic for the first time.
