Cheat? On the contrary
You call Windows DLL's thats late loading. Does Microsoft therefore control your code as part of the license of that DLL? No.

Same goes for late loaded libraries in Linux, just because it runs on those libraries, doesn't mean only GPL code can run on Linux. Its only if you link to it.

"Also, the intent of allowing GPL'd modules to be loaded by non-GPL software is so that people can write GPL extensions for commercial software, not so that commercial software can include non-GPL extensions."

Surely the intent of the GPL is that enhancements go back into the product. There are many GPL libraries used widely in exactly the way described. Consider the JPEG library, that is GPL'd and late loaded into many commercial apps.

"If InnoDB puts a notice on their website saying 'If you want to use this in non-GPL software, you need to buy a Commercial license,'"

They didn't they said that you can't LINK to it with a commercial application without a commercial license. Thats consistent with what the GPL says.
