I just realised, they don't even need to fork
The MySQL client bindings late load the MYSQL database. They could simply change the wording of their commercial license, so that MySQL database is under GPL and only the bindings under the commercial license.

Even if MySQL had Inno code in it (which I don't think is true since you can late select Berkely DB as a drop in replacement), that is enough to let customers use MySQL+Inno in a non GPL'd product, without changing even a single line of code.
