This enables *more* choice

A document format standard will only increase the number of choices. This is an obvious consequence of the fact that one main reason people buy any specific office suite is to have compatibility with others using that suite, or with a document format they have existing docs in, etc. Knowing that product X, Y & Z also complies with a standard format, consumers/govts/organizations will be that much more able to look at X, Y & Z as options instead of just A or B. It could even induce new development from companies that otherwise would not enter the market, thinking it was already tied up due to format lock-in. This standard definitely helps increase choice, and by stimulating competition, will help bring prices back into line.
