And the closed source shops spend 90% of their time on paper work.
They spend months doing cost analysises to justify software purchases, and are constantly working to figure out how to run the jobs they have without purchasing any more licenses. They want to add functionality, but have to wait a year for the funding of licenses before they can start development. Then when they realize that the closed source package is lacking some key features, it is a six month process convincing the vender, and another six months to a year waiting for the new features. And, sometimes they never arrive and the project fails.

The open source shops can throw together some old desktops for pilot tests, and then when the management sees what they can do, it is easy to get funding for cheap x86 rack servers to run the workload. When the package does not do exactly what they need, they don't have to wait a year, they just do it. These teams are focused on making everything work, not bogged down with paper work and politics.
