a tough nut to crack.
First - the perception of to restrictive a license needs to be overcome. Yes the Microsoft license is far more restrictive than any of the Open Source licenses for using systems.
Second - the perception that Microsoft cannot play fairly with others. To this day Microsoft is seen as a bully and is not trusted. Until Microsoft can get that to change, i.e. that means they need to change, this will be another barrier they need to overcome.
Third - the perception that Microsoft OS's are bloated and non-scalable. Which when compared to any of the Unix's especially the Linux variants, that perception is reallity.
Fourth - the per CPU cost... this needs to be lower in order to compete with Linux.
Fifth - Not many really believe Microsoft will adhere to the set standards for long before they implement their own "standard" that breaks other systems compatibility, so why risk it?
