Correcting some java history.
Microsoft has kept java in the basic Windows install, and is removing its own obsolete version, with expected (and assisted) replacement by Sun's most recent version.

So the public has always had access to Java through Windows. The problem has been more with using java than with having it available.

Well, this was really a damning move to Java's evolution on the Consumer side as it required average user the extra complexity of installing the JRE in order to run applets or WebStart clients.

As recorded in Court cases, Microsoft improved on java, but the improvements were unique to Microsoft, violating the java philosophy. Microsoft also made intentionally erroneous statements to developers, misrepresenting how unique their version was.

In an out-of-Court settlement demanded by Sun, Microsoft was allowed to license only an obsolete version of java for a period of time. I'm not certain why Sun demanded having a less than optimal version of java in Windows, but whatever the strategy, it appears not to have worked.

In these circumstances, I'm confused about the point you're trying to make.
