So now one is going to monopolize it!

As far as the United Nations goes, it is the most ineffective, pathetic, and useless organization.

It's most powerful members rule a bunch of weaker nations!

If any government wants Linux or other Open Source software, all they have to do is download it for free. Or they can pay a Linux vendor for services. And many are already doing so.

So again, what are you smoking?

As far as each government's internal needs, since the source of of lInux is publically available, many governments are adopting their own versions. China, Korea, and Japan are developing a version better suited to their character based languages.

The NSA has done research on their own version, etc.
