I didn't realize that the consent decree allowed MS to control access to its proprietory file formats and protocols, instead of requiring that they be made available to the public without restriction. This will allow MS to restrict use of such protocols to "legitimate" (ie. proprietory) developers, and otherwise discriminate against competitors, which partially defeats the purpose of the settlement.
