I would say the stock is low because they are saturated in the market (too many shares outstanding) and more importantly their current dividend gives a return of ~1.3% which is about even with the DOW return. So there isn't much reason for large portfolio holders to add them in large numbers.

If MS increased the dividend say triple it and then bought back stock I think the stock would rise.
