I don't think it is true
The kernel is not a web application, it's a hardware application, so I don't see how that would fall under what RMS is talking about. If the kernel had to be released, then so would all the hardware applications, including proprietary drivers. And once you get that far, you could argue that every piece of software that helps maintain the server, like backup software, would have to have its source code released too. Once it gets that far you'd have to question the legality of the license in the first place.

The "AMP" of LAMP probably would fall under the definition of web apps, but of those MySQL is the only one that uses GPL at all, and even that has a commercial license if you do not like the GPL. Or you could replace MySQL with PostgreSQL, which is BSD licensed.

Even if they did word it so that the Linux did fall under the definition of a web app, if you were Linus Torvalds would you move to license the kernel using the GPLv3? Linux could so easily be replaced by any of the BSD's. Why would he knowingly kill all the momentum he has built up over a minor licensing clause?
