many apps
written for win9x, wont run properly on winxp, because 9x, didnt' require as much concern for security, so will only run on xp as admin.
also, many xp/nt apps might use libs that 9x doesnt' have to access differently
that seems to be the biggest issues

if ms were to open up their APIs so that th eproper libs and apis coudl be made for linux, many of their apps coudl run with little or no porting...
