Interesting accidental point
Do you buy a new server with Windows or if you could have a Linux version on MSSQL would you use that. I think you'd choose the Linux version of MSSQL.

The answer to the question is: Microsoft wants you to buy a version of Windows to run MSSQL on. The entire constellation of Microsoft software centers around their own operating system. They make it a compelling buy by offering LOTS of software for it. THey want you, obviously, to buy their operating system.

Making a Linux version of MSSQL wouldn't encourage you to buy Windows. Furthermore, it would result in multiple code streams. Some of the code might be cross-platform, but not necessarily all, and either way, it takes longer to target multiple platforms (particularly ones as different as Windows and Linux) than to just target one. So, MS sticks with Windows as the foundatio of MSSQL.

It's a business decision, and neither right nor wrong. Yes, some would like to buy MSSQL on Linux, but from a business standpoint, it makes less sense for Microsoft.

How about running windows inside a VMWARE installation to run your MSSQL on? That would probably give you some of what your looking for. If people can run Linux on a Windows PC using VMWARE, then the converse is true.
