A little off the mark
Believe it or not, Linux does not meet the minimum security requirements of the DOD while Windows 2000 does. Suse just announced reaching EAL 3+ at LinuxWorld. Granted you must run a free utility provided by Microsoft to reach this level but Windows 2000 is quite capable of this level of security. We preload Windows 2000 on all the systems we ship to the various branches of the government with Windows 2000 at their request.
