What U.S. Government are you talking about?
The U.S. Courts system has made a 100% commitment to Linux servers. The big Commerce agencies are all heavily into open source. DOD has dropped Windows 2000 from its standard model. IBM is deeply entrenched with the Federal Government, and IBM is not really pushing that much Microsoft. Our biggest involvement, a huge agency is designing its data centers, and there's virtually no Microsoft there - can't afford the administrative overhead.

Are you talking about the desktop? Give them a little more time. Some are just now completing the move from client-server yet. You sorta need to catch your breath now and then!
