Highly Illegal !
Any company that sends invoices to others with whom they have no business relationship, have placed no orders, and contains deceptive information is regarded as a criminal act in almost every country in the world. If they are using USPS to send them, they have already committed mail fraud.
My company won't even accept an invoice without a Purchase Order so I don't see why an even larger organization would.
