In a sense ... yes ... but
Not all users are "smart" enough to figure out how to use PGP type encryption. Trying to explain to someone with no background on how to generate public keys and distribute them is a difficult task on its own.

I like PGP/GnuPG - and it would have been an excellent solution - only if the learning curve is not as steep.
