This is assuming that the Feds has not already started snooping/filtering the text-based legit emails.
In either case, schemes like TEA doesn't really stop anyone from reading the mail once the key is known, and the key is definitely known at the server. In this case, it maybe able to deter snoopers whom has no server access, but try to extract text by intercepting the signals at ports.
