Simplier solution: Two Birds with One Stone
All emails transmitted should be encrypted with the departure's detected IP, the destination's IP, and the IP of the first router in its path (preferably with something simple like TEA).

So if spammers try to mask their IPs, their spams will be unreadable by anyone else. Meanwhile, the encryption will make it "slightly" more difficult to read by snoopers.
