Microsoft is NOT going to try to directly compete with Photoshop
They've said this very clearly. Why would they? Photoshop is a good product and a great of example of a first class application for Windows. The tools that Microsoft is offering are more competitive with Flash but even that is borderline. What they're trying to do is provide tools that make it easy for developer AND designers to work together to write really good Windows apps based on Windows Presentation (aka "Avalon"). I'm sure they fully expect that most designers will still use Photoshop and Illustrator etc to create/modify images that can then be used in applications.

Also, your Quark exampleis pretty funny because people used to say the same thing about PageMaker...nobody will EVER beat out PageMaker! Not.
