EAL certs don't just cover security... covers interoperability, reliability, etc.

As far as just security goes, I read quite a while back that NT4 had achieved a high govt security rating... but that rating is only achieved on an NT box with no FDD, no CD-ROM, no NIC or modem, in a secured case, secured rack, and in a secured room. (It's strong point was the physical security obviously!) Congrats to MS for making a secure box... that's worthless.
