The certification EAL3 and EAL4 are paper only certifications. There is no actual physical testing.

Certifications do not prove security. They only prove that certain software/hardware meets critical requirements. The only test that matters is real world. Given time, Linux will be on the Cert notification list as much as any Unix like system.
