I don't know, for several reasons:

---Someone still has buy that used CD in the first
place---

That's already happened, whether I buy the used cd or not.
The bad deed has already been done, and it makes no
difference whether I re-purchase it or not, at least as far
as the RIAA's coffers go.

---If anything the RIAA gets more money from this
method as insurance replaces the CD that were stolen---

I would estimate that the percentage of stolen cds in most
stores is fairly low. And I'm sorry, but very few people are
going to report having a few cds stolen out of their car to
their insurance company. Again, you're asking me to
sacrifice hearing music, when the RIAA is already making
their money, and my enjoyment will give them nothing.

sale is still there---

Covered above. And I'm sorry, but if you abolished used
cd stores, people would still buy cds new, and be unhappy
with them, they'd just be unable to unload them and get
any money back. Again, the RIAA would still make their
money, and I'd get no new music out of it.

Furthermore, my local used cd shop is really the only place
close to me that carrys a wide variety of independent label
cds (both used and new). By supporting them through
buying used cds, I am directly supporting non-RIAA labels
by giving them an outlet to make sales. Take away used
cd sales, and my local shop goes under, and there's
nowhere for small labels to sell their goods.
