POSIX subsystem was part of NT for years
Essentially, MS is re-integrating the POSIX subsystem back into Windows. For many years, perhaps even back in the original Windows NT 3.1, NT had a subsystem for running UNIX applications natively. At some point (either Windows 2000 or XP) they decided to remove the POSIX subsystem, and develop a separate product (wherein the POSIX subsystem was re-named the Interix subsystem).

Basically, they are just re-integrating this back into the NT product, and making enhancements to it.
