Eclipse rocks the house...
Eclipse is an awesome IDE. Not only is it packed with features, it is built on the super-fast SWT toolkit. It is a pluggable framework so it supports any language you can think of (if the plugin exists).

Here are some of the languages currently support:
Java, C/C++, C#, Perl, Ruby, Python...

Best of all, Eclipse is free/open-source. You can even use Eclipse as the basis for your own open-source of *commercial* product. It is licenses under the generous CPL.

Go to www.eclipse.org and download the latest 3.0 "Stream Stable Build". The latest release is 2.1.2, but there are WAY more valuable features in the 3.0 betas (the betas are perfectly stable).
