Okay, Brilliant, what would you do?
You have a firm whose business it is to distribute and support an operating system. Another firm makes repeated claims to stolen IP, without identifying just what IP was stolen, and constantly threatens your customers in an apparent attempt to intimidate them into - what? Not buying your product/services? Jacking up the cost of what you sell?

So now, you might indemnify your customers and make public offerings to replace any misappropriated code, if any is ever found, or to reach a settlement with the owner of the IP, once identified.

But since your post appears to be an attempt to belittle that kind of approach, please enlighten us as to the more appropriate response.

Please! And hold the whining to a dull roar, if you would.
