The filesystem is the lowest level structure on a partition of the harddrive or other persistant data device used by the OS to store and access data.

That's an organization problem by the user - which unfortunately there's not much that can be done about. Sure, improving search helps, but it's only a band-aid solution and does not address the problem directly.

I don't see WinFS as doing that. In fact, it's impossible because people organize their information in so many ways. There is no single method that people use to organize their stuff.

I personally could never really use the "START" menu. I really preferred the Windows 3.11 way of having my stuff in groups. But I guess some people do like it, otherwise Windows wouldn't have it. So yes, people do organize differently from each other.
