They only get into trouble when they break the law.
Like all companies, they can must not break the law.

If they wanted to play nice, they would make all of the add-on software a separate business unit, then sell a version with all of the add on software, charging enough extra that the separate business unit would make a profit. Computer manufacturers could choose Microsoft add-ons or third party add-ons.

Then the add-ons would only succeed if they were better than the competition.

Oh, and if Microsoft wanted, they could give away the add-ons, but would have to figure out how to make money doing that. If, as they claim, these add-ons are free and do not increase the cost of the OS, they should have no problem here.
