Isn't the use for this for peace of mind
For example if you are China and you use Microsoft software and you want to know exactly what the code is doing so you know for sure it's not going to open the back door for the US to get control of your network.

If you can't change it there really isn't a reason to have access to the source code as it's well documented to what it does. The only real reason you would want the source code is so you can see that what Microsoft documentation says it actually what it's doing. Peace of mind.
