They're hoping we don't notice
While them opening their source in this manner will help developers write their own applications to better (and more securely, hopefully) work with Windows, it won't do a hill of beans to improve the OS itself. That is, unless they allow their privileged few to make suggestions to the Windows dev team. I kind of doubt that, though.

That's what open source will always have that MS doesn't: a supply of thousands of programmers, many donating their time, who work tirelessly to make the OS run better and more securely. And the open source community, unlike Microsoft and other strictly closed-source software vendors, welcomes reverse-engineering and improvements on their software, to make it work better.

But MS doesn't have to release that privilege if they don't want. They just have a greater responsibility to make sure their software gets fixed, correctly, in a timely manner. They haven't done that very much, in my experience.
