Why not just on and off?
If you, or power saving, or a power failure switches the machine off then the first thing that happens it that the system saves its current state.

On switching on the first thing the system does is to immediately restore the system to the state it was on when switched off. In the background all the other tasks necessary for booting can carry on as normal. Boot time is something put there to convenience the developers of operating systems and isn't really necessary (how many consumer devices that contain microprocessors have boot time?).

There are thus only two states, on and off.

By the way, it isn't true that Microsoft have a team wholly devoted to making everything five times more complicated than it actually needs to be. They actually have six teams performing this task (six, in case two teams happen to concur accidentally on how something should be done).
