No, I think he's talking about the library files that contain functions needed by IE and completely seperate windows functions that make it impossible to completely remove the IE program files from the HD. Or perhaps he was speaking of the much further integration of IE with WinXP.

You are right, though, it's probraly not a part of kernel32.dll, but it's still heavily integrated into the core operating system.
