What he actualy is saying that open source software makes it possible for the programmer to be hired directly by the company benefitting from the adaptation to the software. So the job at MS might be gone but there might be a new job to adapt an open source piece of software to the specific needs of a company. By not paying the idiot MS prices they might even be able to hire two guys. So no he's not implying open source needs more staff. He's implying that you CAN hire staff to adapt the software. Something you cant with MS software. So your other conclusion:

Is wrong as well. The might just consider open source even more because the software is atractive to begin with AND can easely be adapted to the specific needs of the company.

I have noticed no such thing. The company I work for (a sentre for alchol and drug addiction treatment) first tries to develop inhouse. We have three people on our ICT staff that can program (two php and one VB programmer) I'm one of the two php guys and we develop webapplications if something needs to be accessed by the entire organisation. The VB guy makes desktop applications if only a few people use something. Buying an application might seem a bit cheaper in the short term but paying liscence fees, updates etc etc is more costly on the long run and almost always does not deliver all the things you need.
